序言

制造业是立国之本，兴国之器，强国之基。新中国成立以来，特别是改革开放以来，我国制造业取得了长足发展和举世瞩目的成绩，总量已经超过美国，居世界第一。但是，我国制造业大而不强，整体水平与世界先进水平还有较大差距，难以满足国民经济、国防建设以及人民生活更高水平的需要。

党中央、国务院高度重视制造业的发展，国务院组织制定并于2015年5月8日颁布了《中国制造2025》，它是我国实施制造强国战略的第一个十年行动纲领。组织实施《中国制造2025》具有十分重要的意义，是推动我国经济保持中高速增长和迈向中高端水平的迫切需要，是主动适应新一轮国际产业竞争的战略抉择，是实现中华民族伟大复兴的重大举措。

《中国制造2025》颁布以来，在国内外引起了广泛的反响。广大制造业企业明确了转型升级的方向，正积极主动开展以数字化网络化智能化制造为主攻方向的智能转型，以基础零部件（元器件）、基础材料、基础工艺和技术基础为重点的强化工业基础，以及绿色制造和服务型制造，充分体现了企业强大的内生动力。同时，各地方政府根据本地区制造业的优势，制订具有地方特色的制造业发展战略和行动计划，全国形成了发展制造业的热潮。

《中国制造2025》的发布也引发了业界的热议。各学术团体、行业组织发起组织了多种主题论坛、报告会，媒体也刊登了大量相关文章，不同行业的专家、学者、企业家及工程技术人员从各自的视角，对《中国制造2025》进行解读和诠释，引起了全国上下热烈的讨论。制造业的转型升级，首要是思想的转变，要使人们从思想上真正摆脱传统发展的思维方式，转到符合当今经济和技术特点的新发展思维方式上来。一方面要积极吸纳新一代信息技术给制造业带来的新理念和新思路；另一方面也要结合我国国情，不能忽视目前制造业的现实状况和存在问题。因此，需要加强思想上的沟通和交流，广泛宣传《中国制造2025》，普及相关知识。

基于社会各界对《中国制造2025》的高度关注，中国工程院会同工业和信息化部组织院士和专家撰写了宣传和解读《中国制造2025》的系列丛书（以下简称为“丛书”）。丛书立足国家战略需要，突出全局性和前瞻性，关注热点问题、新变化、新趋势。同时，立足我国的国情和产业实际，对《中国制造2025》的主要内容和观点进行深入的诠释，使广大的制造业从业人员和各级政府工作人员，能够更好地理解《中国制造2025》的精神实质，并在实际工作中得到贯彻。

丛书共分为七卷，分别是《＜中国制造2025＞解读——省部级干部“中国制造2025”专题研讨班报告材料汇编》、《＜中国制造2025＞重点领域技术创新绿皮书——技术路线图》、《智能制造》、《工业强基》、《质量与品牌》、《绿色制造》、《服务型制造》。

期望丛书的出版能够为有关部门的科学决策提供参考，为制造业企业转型升级提供方向指引，为专家学者研究制造业提供帮助，为加快中国迈向制造强国发挥助推作用。
