《数据服务框架》：
服务环境数据服务环境是数据服务框架的基础，董事会和高级管理层应在高层建立基调，强调规范的数据服务管理的重要性，统一期望的行为准则，并在组织的各个层级强化这种要求。服务环境包括组织的诚信和道德价值观，组织结构以及权责的分配，吸引、培养和留用人才的程序，用以实现问责的绩效衡量、激励和奖励机制。服务环境对整个数据服务框架具有深远影响。框架与概念数据服务环境由五部分组成： ·诚信和道德价值的承诺； ·行为准则或标准； ·组织架构、汇报路线、权力与责任分配； ·绩效衡量、激励和奖励机制； ·人力资源政策。
（1）诚信和道德价值的承诺组织应展现对诚信和道德价值的承诺，确定贯穿组织的“高层基调”——董事会和各级管理层通过声明、指示、行为展现诚信和道德价值对数据服务的重要性。
董事会和管理层应在提升组织价值、贯彻经营理念、改进运营模式等方面发挥领导作用。他们应考虑员工、客户、投资者等各主体利益相关方的期望。他们应深入理解并遵守相关法律法规、社会道德对隐私保护、数据服务行为的规范要求，了解合规性在数据服务中的应用，为组织确定数据服务中的诚信和道德行为的基调，并通过如下正式或非正式形式表达： ·使命和道德价值观声明 ·行为准则或标准 ·支持性沟通渠道 ·各级管理层的行为及决策 ·对偏离行为准则的情况的态度和回应 ·各级管理层例行和非正式的行动和沟通这些形式反映了组织高层对诚信和道德价值观的承诺，以及在企业各层级和业务经营中应用的程度。
这些形式体现了企业价值观。董事会和高级管理层对要求的沟通和执行程度，形成了贯穿于组织的高层基调。
董事会和高级管理层对建立诚信的企业文化负有最终责任。如果他们的行为有长期责任感、合乎道德标准，并致力于整改错误行为，就会传递强烈的诚信信号。高级管理层在面临工作或私人决策的两难局面时，其行为是否符合其公开表达的道德要求，将会对员工的是非观、价值观、行为优先级造成影响。从董事会、高级管理层到各级管理层上下一致的基调，有助于组织形成一致的价值观和业务驱动因素，达成员工和客户共同的期望行为，帮助组织齐心协力实现目标。
（2）行为准则或标准董事会和高级管理层应确立数据搜集、数据分析、数据服务中的行为准则或标准，并在组织中贯彻。
董事会和高级管理层在组织行为准则中明确对诚信和道德价值的期望，并使得各层级、业务合作伙伴、客户了解其准则。
行为准则通过以下方式达成对组织行为、活动及决策的指引： ·明确与数据服务相关的法律法规、道德规范以及组织利益相关方的其他期望，如企业社会责任； ·对是非之间的“灰色区域”提供行为指引； ·建立是非观，明确对偏离行为准则的处理制度。
董事会和高级管理层应对所经营国家与数据服务相关的法律法规、道德规范以及组织利益相关方的其他期望有详细的了解，系统整理并在组织中传达这种要求（如附件一：数据采集、整理和使用规范）。对这些要求中没有详细定义的“灰色区域”，不断地进行搜集整理，并给出如何处理的行为指引，便于组织理解并秉承正确的是非观。这些要求会被转化为组织的信念、价值和行为标准。
组织对诚信和道德价值的承诺体现在对行为准则的遵守和对质疑的回答方面。例如，员工可能会问：这种搜集数据的行为是否违反了组织行为准则？是否合法？我们是否希望客户或合作伙伴知晓这种数据搜集、处理方法？组织应在沟通和培训中贯彻行为准则和行动指引。
