2.2 贸易便利化的应用领域
在了解了国际上都有哪些国际组织从事哪些贸易便利化工作之后，用户接下来就想要了解贸易便利化的应用领域。UN／CEFACT为了全球用户更为明确和具体地实施贸易便利化专门指明了贸易便利化的应用领域。给出的应用领域分为两大类，一类是贸易便利化的业务领域，另一类是贸易便利化的方法和方法论领域。这些领域都源于联合国贸易便利化与电子商务中心的Buy-Ship-Pay模型。模型的步骤和进程与购买和支付、装船和运输、海关和跨境管理等业务领域相对应。对于每一个领域，UN／CEFACT均列出了关键的问题、可能的改革措施，以及适当的解决方案和实施工具。它引入业务流程分析、贸易政府咨询和合作以及电子商务解决方案作为支持和推动贸易便利化的模式和方法。
2.2.1 经过UN／CEFACT确认的贸易便利化的业务领域
1.采购领域
采购涵盖了私营企业订购、购买和销售货物等商业活动。购买者和销售者可以采用很多措施和工具来使交易更加透明、流畅和迅捷。使用框架协议、标准产品描述以及供货和发票系统都是该领域重点关注的。
（1）框架协议。当很多小的重复交易建立了长期合同，就需要一个特殊的合同机制涵盖这种关系和单个交易的需求，这被称为框架协议，合同在一定时期内，为每笔单个交易作为一个框架进行运作。建立框架协议是购买领域实现贸易便利化的重要步骤之一。

（3）电子采购。指的是商品和服务的电子购买过程，包括从认定采购需求直到支付采购贷款的全部过程。它也是购买领域实现贸易便利化的重要步骤之一。
