Author Description

Luc De Wull，比利时人，1972年加入国际货币基金组织财政事务部，后调入亚洲部研究中国问题，1988年转入世界银行非洲及中东部工作。1999年从世界银行退休。作为顾问，他近年来对贸易和发展问题特别是毛里塔尼亚和塞内加尔的贸易和发展问题做了大量的工作。在这个过程中，他越来越认识到，如果不切实加强旨在放宽市场准入，减少关税及非关税贸易壁垒的贸易便利化政策，将无法实现经济进步及消灭贫穷的既定目标。对于贸易便利化而言，海关管理是许多国家不能切实降低贸易成本的主要原因，它对贸易便利化的潜在价值也常常不被充分认识。

第一章海关现代化建设战略
1.海关运作的目标
人们期望海关大量征税，为国内制造商提供保护，保障供应链安全，阻止或禁止不安全货物和物品进口（例如非法的武器或过期的药品），以及根据WTO承诺实施相关法律法规打击毒品走私。人们期望海关能够有效地（达到这些目的）和高效率地（使用预算内和对贸易共同体来说尽可能低的费用）运作，而不妨碍贸易便利化。
（1）对海关角色的评估
海关的职责在不断地发展。海关当局被更多地看做是“关键的边境机构”，负责与货物和人员跨国境相关的所有交易。其中一些职能是由海关和其他国家部门密切合作进行的。海关操作性指南不能对海关所有职责给以相同的指导。在不断变化的环境中注重选择性和给予不同的权重是不可避免的。
