《创业型经济发展的政策研究》：
1.3.2就业以及创业带动就业相关理论研究
鉴于就业问题的全球性和严峻性，世界各国都对此进行了深入而广泛的研究。就业问题一直以来都是西方经济学家重点关注的社会经济问题，从而形成了，多种不同的就业理论，如凯恩斯的充分就业理论、古典学派的就业理论、新古典学派的就业理论及新凯恩斯主义的工资黏性就业理论等。关于扩大就业的对策大多近于趋同，但促进就业的措施却各异。西方国家主要采取充分发挥市场机制促进就业的作用、积极发展第三产业和中小型企业、采取灵活多样的创业和就业方式、大力发展教育和再教育事业、建立完善的失业社会保障制度等措施解决就业问题。例如，美国通过针对各类成人设立不同的培训方案，如实行“主流行动计划”、“工作经验计划”、“职业团”、“工作刺激计划”、“青年学徒计划”和“成人基础教育计划”等来使培训和就业更加紧密结合。一些国内学者归纳和评价了非正规就业理论的发展趋势和实际意义，认为促进非正规就业增长是解决失业问题的关键，但在减缓就业压力上的作用存在着工会力量削弱、劳动者就业质量差、企业内部对员工的培训减少等问题。刘仙梅（2008）提出发展中小企业是扩大就业、缓解就业压力的有效途径，应把发展中小企业作为解决就业问题的基本国策。饶健（2008）强调政府应实施积极的就业政策，加强宏观管理，以创业之策解决就业难的问题。
目前，研究者充分认识到创业对促进就业的重要性，白津夫（2008）指出创业是就业之基、财富之源，只有创业社会化，才能实现就业最大化。因为在中国，创业者时代已经到来，只有人人有机会去创业，人人有条件去创业，人人有勇气变成创业者，积极通过创业解决就业问题，才是推动我国社会经济良性和科学发展的必由之路。但是目前以创业带动就业工作受到外部环境等一系列因素的制约，吴先华等（2008）以江苏省南京市浦口区盘城镇为例实证分析发现，缺乏资金支持、没有管理经验和创业环境不佳是制约农村劳动力创业的主要因素。针对创业带动就业中面临的问题，研究者从不同的视角进行了讨论。张志臣（2007）通过对齐齐哈尔市开展创业带动就业案例的分析和思考，指出通过小额贷款等途径为下岗职工提供资金支持有助于延伸其创业领域。王玺（2003）认为建立创业培训机制，通过组织社会力量对下岗失业人员进行创业培训可以弥补失业人员的经验缺失，提高其创业成功率，并指出湖南省长沙市“四·三”模式的成功从实践上证实了创业培训带动就业的功效。高飞等（2008）分析了我国大学生当前的就业形势，并有针对性地讨论了大学生创业对其就业的促进作用。段颖立等（2008）则通过对创业实现就业价值的实证分析发现，推进创业教育，实施青年创业计划是解决青年就业的有效途径
