第1章什么是经济学
经济学的定义
所有的经济问题都起源于我们向往的东西总是超出我们能获得的。我们想要一个祥和与安全的世界：我们想要清洁的空气、清澈的湖水和河流：我们想活得更长，活得健康：我们想去好的学校读书：我们想拥有宽敞舒适的房子；我们想拥有各种各样的体育和休闲用品，从跑鞋到滑雪板；我们想有时间去欣赏体育比赛，去打游戏，去看电影，去听音乐会，去旅行或者与朋友出去玩。
由于时间、我们的收入或者由于我们必须支付的价格等原因，我们每个人所能得到的都是有限的。每个人最后总有一些欲望得不到满足。从整个社会来讲，我们的生产性资源的多少决定了我们能得到多少。这些资源包括大自然的恩赐、人类的劳动和智慧以及我们制造出来的工具和设备。
我们没有能力满足我们所有的欲望，这个现象叫稀缺（scarcity）。穷人与富人一样，都面临稀缺。一个孩子想要一罐1美元的饮料和一包50美分的口香糖，但他口袋里只有1美元，他遇到了稀缺。一位富婆想周末去打高尔夫，同时又想去办公室出席企业战略的会议，她也遭遇到了稀缺。一个社会希望提供越来越好的医疗，在每个教室安装一台电脑，探索太空，治理污染的江湖，等等，社会也面临稀缺。甚至鹦鹉也面临稀缺！

Introduction

帕金的《宏观经济学》第8版中译本终于在我们的期待中与读者见面了。这本书是由全国10位活跃在高等院校教学第一线的中青年教师联袂翻译的。在我的-印象中，好像还没有一本经济学的教科书有这么一个强大的翻译阵容。我非常荣幸地被邀请担当了这本教科书的审校。当然，我自己也亲自动手翻译了本书的第一章。
本书的整个翻译过程是在北京新曲线出版公司陆瑜女k的协调下进行的。前后用去了近一年的时间。在这期间，每个译者反复对自己的译稿进行修改。整个审校的工作是我在今年3-4月间完成的。那个时候我正在耶鲁大学访学中，校对工作基本上是在每天下午4点到晚间完成的。
大约在4年前，我在上海与帕金夫妇第一次见面。帕金教授在复旦大学中国经济研究中心做了一个精彩的报告，用非常清晰的语言讲授了经济学的基本原理，给大家留下美好的印象。我还记得在讲座现场，有一个学生问他，如果请他为抑制上海不断上涨的房价提供政策建议的话，这个政策该是什么？帕金教授的回答也非常简洁：“多造房子呀”。这个回答立刻赢得了现场听众的热烈鼓掌。
与他的讲座风格一样，他的教科书也具有这么一个显著的优点。我的确钦佩他把经济学的原理写得这么清新隽永，内容之清晰好像清澈见底的湖水。这也是我在1994年第一次读到帕金的经济学教科书(早期的版本)的印象。那个时候我在华盛顿州立大学，我美国的同事送给我该教科书的教授版本(非卖品)，我粗粗翻阅一篇就喜欢上了这本书。比如，作者在书中对“无差异曲线”的简单而巧妙的推导就让我非常赞赏。作为一个讲授给经济学初学者的教材，书中对本来需要借助于更多数学和公理才能讲明白的重要理论和分析方法能够给出最简短和最巧妙的解析，倒是别的教科书中不常见的。
我曾经说起，一本教科书的课堂效果还取决于我们如何使用它。中国的经济学基础教育取得了很大的进步。这很大程度上得益于教科书日新月异的现代化，好的教科书层出不穷。但是，我们当前的经济学教学依然还存在很大的问题，不能完全适应教科书的更新速度。
